Biography

About Andrée S. Blumstein

As one of only a very few private practitioners in the country who have served as a state solicitor general, Andrée Blumstein brings to her general business and civil law practice a wealth of experience, particularly in appellate litigation. Before returning to private practice, she served from 2014 to 2024 as Tennessee’s Solicitor General. In that position, she was in charge of all the State’s appellate litigation in all state and federal courts in the country, including the Supreme Courts of the United States and Tennessee.

The cases she has headed up—most of them high-profile and high-stakes—cover many areas of the law: antitrust, healthcare law, employment law, administrative law, constitutional law, class-action defense, insurance law, education, state and local taxation, professional liability, personal injury, civil rights, contract negotiations and disputes, tort law, government relations, and elections and voting rights.

Before entering public service, Andrée was a long-time member of Sherrard Roe. Now as then, her practice includes these same areas of the law. With this background, she counsels and advocates for the interests of individuals and enterprises, such as educational institutions, insurance companies, hospitals and other healthcare providers, charitable organizations, state and local government entities and their agencies, and retailers. In addition to handling appeals, she collaborates on trials and administrative proceedings to develop legal strategies and to position cases for successful appeal.

Andrée presided as Chief Justice of the Special Tennessee Supreme Court from 2012 to 2014. She was appointed to that court by Governor Bill Haslam to decide a constitutional challenge to the way in which Tennessee’s appellate judges were elected. The opinion she authored for the unanimous court in that case—Hooker v. Haslam, 437 S.W.3d 409 (Tenn. 2014)—has been cited well over 100 times. And most recently she was appointed by the Tennessee Supreme Court to serve as Vice Chair of the Tennessee Advisory Commission on the Rules of Practice and Procedure.

Throughout her career, Andrée has done her best to give back to the community and the legal profession. She has been privileged to serve on the board of directors and as Secretary of the Nashville Pro Bono Program as well as on the board of Nashville’s Jewish Federation and as president of the League for the Hearing Impaired. She is a graduate of Leadership Nashville, has chaired the Editorial Board of the Tennessee Bar Journal since 2003, has authored various articles for that award-winning publication, and has been a presenter at over 50 CLE programs on a variety of subjects.

Andrée graduated Order of the Coif from Vanderbilt University Law School. She holds a Ph.D. from Yale University (Germanic Languages and Literature) and a B.A. from Vassar College, magna cum laude. She is a Phi Beta Kappa member.
