Angela Otto joined Ball Janik LLP as a partner in the construction and litigation practices. Her focus is representing clients on construction and design, construction defect, and litigation matters. Ms. Otto represents general contractors, subcontractors, suppliers, owners, developers and design professionals in construction disputes, litigation, arbitration and mediation. She also represents clients on significant delay and impact claims, complex disputes, and other matters pertaining to the design and construction of multi-million dollar facilities. Additionally, Ms. Otto has extensive experience representing sureties and insurance companies on construction related matters. She has been recognized by Oregon Super Lawyers magazine in the field of Construction Law as a Rising Star for three years, and is counsel to the board for the Associated General Contractors Oregon-Columbia Chapter.
Before joining Ball Janik LLP in 2015, Ms. Otto was a partner at another construction boutique firm based in Portland. Ms. Otto’s deep construction-related experience includes multi-million dollar disputes involving the design and construction of a bridge using fiber-reinforced polymer decking, the defective construction of an active food manufacturing facility, the design and construction of various wastewater treatment facilities, a lien foreclosure dispute challenging the priority of the lender’s interest in the underlying property, the design and construction of a 60-mile natural gas pipeline in southern Oregon, and the design and construction of various hospital renovations and high-tech manufacturing facilities. Ms. Otto has also been involved in multiple construction defect suits, several significant delay and impact claims, and countless lien foreclosure and breach actions. Ms. Otto has significant arbitration and mediation experience, and frequently counsels clients on pre-litigation dispute resolution strategies. Additionally, she represents clients on the front end of construction and design projects, including developing risk management procedures, negotiating contracts, and visiting job sites to mediate potential issues.
Ms. Otto regularly appears in state and federal courts in Oregon and Washington, and she was recently admitted in Utah. She is a past Chair of the Oregon State Bar Construction Law Section and was a member of the executive committee between 2003 and 2010. She is a frequent speaker at continuing legal education and construction industry courses and seminars. Ms. Otto was also featured in the Portland Business Journal’s Executive Profile. Ms. Otto is a member of Oregon Women Lawyers and a founding member of the Women's Foundation of Oregon. On a personal note, Ms. Otto also devotes significant time to community organizations including Innovative Housing, the ALS Association, Susan G. Komen Race for the Cure, and Bradley Angle.
