Anna R. Hosack

Area of Emphasis

Anna Hosack is an associate in the Public Sector and Real Estate, Land Use, and Zoning groups of Babst Calland. Ms. Hosack’s practice focuses primarily on assisting private and public sector clients with land use issues with a concentration in zoning, subdivision, and land development.

Ms. Hosack counsels and represents public sector clients on a wide array of local land use and government issues, including economic development through public-private partnerships, application, award, and use of state and federal grants for water, stormwater, and sewer infrastructure projects, navigation of private property acquisitions (including acquisition through condemnation) required for public infrastructure projects, preparation of zoning and land development ordinances pursuant to the Pennsylvania Municipalities Planning Code, processing of land use and development applications, and defense of land development and zoning decisions before municipal zoning hearing boards and Pennsylvania courts. Ms. Hosack also advises public sector clients on general municipal issues including the Pennsylvania Right-to-Know Law, code enforcement, public bidding, the State Ethics Act, and the Sunshine Act. Ms. Hosack serves as an assistant solicitor for many of the Firm’s municipal and zoning hearing board clients.

Ms. Hosack also advises and represents private sector clients on a wide array of land use and real estate related matters, including easements, eminent domain matters, subdivisions, lot consolidations, land developments, variances, special exceptions, and conditional use approvals and appeals. In this role, she assists private entities of various sizes and complexity work through all stages of a project including obtaining all necessary municipal land use approvals and permits.

Background

Ms. Hosack graduated from the University of Miami in 2018, earning a B.A. in Business Administration with an emphasis in legal studies. Ms. Hosack graduated from Duquesne University School of Law in 2022. While at Duquesne Law, she served as a teaching assistant for first-year legal research & writing students. Ms. Hosack was a member of the Duquesne Appellate Moot Court Board and was selected as a member of the Justice Louis L. Manderino Honor Society, for excellence in courtroom advocacy. She was also an associate editor for the Duquesne University Law Review Editorial Board. Ms. Hosack served as a summer associate at Babst Calland in 2021.

Memberships and Affiliations

Ms. Hosack is admitted to practice law in Pennsylvania. She is a member of the Allegheny County Bar Association (ACBA) and American Bar Association (ABA). Ms. Hosack is also an active member of the ACBA’s School and Municipal Law Section. She was selected to the 2026 Pennsylvania Rising Stars list.
