He earned a Bachelor of Science in Marketing and Management from New York University in 1984 and obtained his Juris Doctor from Hofstra University School of Law in 1987.

Actively involved in the Atlantic Beach community, Mr. Licatesi has served as President of the Atlantic Beach Estates Civic Association and presently holds the position of Commissioner for the Greater Atlantic Beach Water Reclamation District. Additionally, he has generously volunteered his time as a Commissioner and coach for the Cedarhurst, Hewlett, and Woodmere Little Leagues. In 2002, Mr. Licatesi was elected to the Lawrence School District Board of Education.
