With over 35 years of professional experience-first as a criminal and civil investigator and later as an attorney exclusively focused on whistleblower matters-Clark offers clients a powerful advantage in False Claims Act litigation and SEC, IRS, CFTC, and DOJ whistleblower programs.
Clark’s journey into whistleblower law began in October 2007, when his attorneys filed a federal False Claims Act complaint on his behalf in the Middle District of Florida. He ultimately became one of four whistleblowers in a landmark $137.5 million health care fraud settlement between WellCare Health Plans and the U.S. Department of Justice. That experience enabled Clark to pursue a career as a whistleblower attorney, building on his background as an investigator and fraud examiner to advocate for whistleblowers and combat fraud through the legal system.
Before joining Morgan & Morgan, Clark practiced whistleblower law at the former James, Hoyer, Newcomer & Smiljanich, P.A., one of the nation’s pioneer whistleblower firms. He later founded Bolton Law, PLLC, where he continued to successfully represent whistleblowers in high-stakes fraud litigation. As lead counsel, Clark has helped recover millions of dollars for the government and his whistleblower clients in multiple cases across the nation.
Clark holds a B.S., M.A., and J.D., academic degrees, and has earned multiple professional certifications that directly inform his work in complex litigation. He has held the Certified Fraud Examiner (CFE) designation for more than 20 years, formerly held the Accredited Health Care Fraud Investigator (AHFI) credential, and previously held the Certified in Healthcare Compliance (CHC) designation. His investigative career includes seven years as a New York State Senior Investigator preparing death penalty cases for trial, and leadership roles managing national teams of healthcare and insurance fraud investigators in the private sector.
A proud U.S. Army veteran, Clark served for ten years, beginning as an Airborne Infantry Pathfinder Sergeant in the U.S. and Europe, and later in special operations units in the Army Reserves. His commitment to veterans is a central mission in his legal practice. In addition to serving as a veteran peer counselor in college, and volunteering as a mentor with the Hillsborough County Veterans’ Treatment Court, Clark has pursued multiple False Claims Act cases involving Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) fraud-a critical area of enforcement that protects the integrity of programs designed to serve veterans. In fact, his very first settled False Claims Act case as lead counsel was an SDVOSB fraud case filed in the Northern District of New York.
Clark is admitted to practice law in Florida State Court and all Florida Federal Districts (Northern, Middle, and Southern) as well as pro hac vice in numerous whistleblower fraud cases across the nation.
