Ms. Cooper earned her Juris Doctor from George Mason University School of Law and her Bachelor of Arts from George Mason University. She began her legal career as an associate attorney before joining Cooper Ginsberg Gray, where she has been a partner for more than two decades.

She has served on the Virginia State Bar's 5th District Committee, including as Chair, and as a faculty member for the Harry L. Carrico Professionalism Course. She served on the Secretary of Health and Human Resources Child Support Guideline Review Panel and held leadership roles with the Fairfax Law Foundation, including President of the Board of Directors. She has also served as Vice Chair of the Fairfax Bar Association's Law Related Education Committee.
