About J. Randall McNeill
Randy McNeill is the Firm’s primary contact for law-enforcement related constitutional cases. He also is the Firm’s primary trial litigator and maintains an active securities litigation practice.
He joined Webb & Eley in 2011 after working with the Alabama Securities Commission (ASC). He began his legal career in 1986 working as a law clerk for Judge H. Randall Thomas and managed the civil docket, reviewed motions, and decided on the merits to recommend to the Judge.
In 1987, he became an Assistant Attorney General in the Criminal Trials Division and Appeals Division, Alabama Attorney General’s Office. Here he prosecuted jury and non-jury cases throughout Alabama. He authored briefs and presented oral arguments in state and federal appellate courts.
In 1993, Mr. McNeill acquired the position of Deputy District Attorney, Montgomery County District Attorney’s Office. In this position he prosecuted and directed investigations of ethics cases and white-collar cases. Also, he prosecuted capital murder cases and Class A felonies from issuance of the warrant to trial. He was first chair trial counsel who trained and supervised junior counsel and interviewed attorney applicants.
In 1998, he was promoted to Chief Deputy District Attorney. In this capacity he supervised the legal staff and coordinated and presented cases to the Grand Jury. He directed all special investigations and prosecution. He specialized in the prosecution of child abuse cases and was a liaison to child abuse prevention boards. He prosecuted capital murder cases.
In the fall of 2000, he assumed the position of the Deputy Attorney General for the Alabama Securities Commission (ASC). In this position he advised, investigated, and prosecuted illegal and fraudulent actions surrounding the sales of securities throughout the State of Alabama and in United States District Courts as a Special Assistant United States Attorney. In October 2005, Mr. McNeill was promoted to Deputy Director of the Alabama Securities Commission. In this position, Mr. McNeill maintained his role as Chief Prosecutor for the Commission, but he had also assumed administrative duties, to include appearing before the court to update the body of litigation.
Randy has taught numerous classes to prosecutors and members of the bar on trial advocacy skills. He was a faculty member at the NITA program of prosecution of securities cases. He has been on numerous panels to discuss securities litigation issues with NASAA, SEC, and the Department of Justice. Mr. McNeill appeared on ABC Primetime that covered the successful prosecution of a major securities fraud case. While employed in the District Attorney’s Office, Mr. McNeill taught numerous classes to the Montgomery Police Department and the Montgomery County Sheriff’s Office on Fourth and Fifth Amendment issues. While at Webb & Eley, Randy has continued teaching and presenting to Alabama Sheriffs, Judges, jailors, and municipalities.
Randy is an active member of the First United Methodist Church of Montgomery, Capital City Kiwanis Club, and the St. Andrew’s Society of Montgomery. He volunteers at Jefferson Davis High School and teaches the school’s mock trial team and helps coordinate the funding of the school’s pre-law club.
