Jeffrey M. Peabody

Jeff represents utilities in rate cases, periodic rate adjustment (tracker) proceedings, environmental compliance matters and other filings before the Indiana Utility Regulatory Commission (IURC). As utilities are heavily regulated, Jeff guides clients through compliance with the statues and regulations that are applicable to them. Because Jeff is committed to taking a practical approach to solving the problems his clients face, he analyzes and applies the law in a way that seeks to support his client’s goals and operational imperatives.

Jeff makes a point of striving to cultivate strong professional relationships not just within the utilities bar, but also with agency professionals at the IURC and the Indiana Office of Utility Consumer Counselor (OUCC). When working with industry professionals, Jeff focuses on finding win-win solutions by effectuating reasonable positions and arguments. Because the utilities industry is fast-paced, Jeff remains dedicated to efficiency and to providing timely advice and responsiveness to those he serves.

As a member of Barnes & Thornburg’s Data Security and Privacy, Cloud Computing and Cybersecurity practice groups, Jeff works to stay ahead of the highly dynamic cybersecurity threats facing the utilities industry. He draws upon his technical experience to develop proactive solutions tailored to the federal and state cybersecurity regulations applicable to his clients.

Notably, Jeff worked as a law clerk for the Indiana Office of Utility Consumer Counselor during his first two years in law school. During his second summer in law school, Jeff clerked for the International Trade Commission’s Office of Unfair Import Investigations in Washington, D.C., where he focused on patent infringement claims brought under Section 337 of the Tariff Act of 1930, as well as other unfair international trade practices.
