Justin S. Miller

Based in Albany, New York, Justin is part of the Harris Beach Murtha team, focusing on municipal law, state and local finance law, economic development law, industrial development, tax incentive programs, commercial real estate, and corporate compliance. He provides legal guidance to public benefit corporations, local development corporations, and municipalities on large-scale commercial development and infrastructure projects. His practice includes counseling on public, industrial, and commercial finance, managing the formation and administration of special districts, ensuring compliance with the State Environmental Quality Review Act, and aiding in the formation and administration of not-for-profit entities as well as economic development initiatives.

In his role, Justin acts as general and transaction counsel for industrial development agencies and local development corporations throughout New York state. His work includes handling lease-leaseback transactions and bond financings for these agencies. He offers counsel as bond, transaction, and borrower counsel for various tax-exempt and taxable bond financings and project financings. Justin's scope extends to structuring and closing transactions under programs such as the New Markets Tax Credit, historic tax credit, and low-income housing tax credit programs. He has experience with diverse transactions involving public and commercial infrastructures, such as stadiums, educational institutions, low-income housing, and manufacturing facilities.

Justin contributes significantly to infrastructure projects across various sectors, including wind and biofuel energy, solid waste management, water and wastewater facilities, and sports and entertainment venues. Over his career, he has represented numerous developers, lenders, and government entities in developing, contracting, and financing projects.

Before his time at Harris Beach Murtha, Justin served as senior counsel to the New York State Environmental Facilities Corporation, overseeing environmental infrastructure financings for municipalities, businesses, and community agencies throughout New York. During law school at Albany Law School, he gained experience as a legislative aide to the New York State Senate's Office of Deputy Majority Leader, and served internships with the New York State Department of Environmental Conservation, the Department of State, and the New York State Assembly.
