Attorney Walsh is a highly accomplished lawyer and concentrates his practice as Deputy Special Master for the U.S. District Court for the Eastern District of California, in the matter of Coleman v. Newsom, overseeing prison reform and compliance with orders of the Court concerning care of seriously mentally ill inmates. In this leadership position, he assists the Coleman parties and the court in the design and implementation of mandatory mental health screening, diagnosis, and treatment of the approximately 35,000 mentally ill prisoners throughout the 34 institutions within the California prison system.

Attorney Walsh is also a veteran government affairs lawyer, lobbyist and advisor on intergovernmental legal matters and Rhode Island’s investment portfolio. He was instrumental in drafting pension reform legislation, and was a former counsel to the Employees Retirement System of Rhode Island and the Office of the General Treasurer. His experience includes civillitigation, domestic relations, and labor and employment law, including sexual harassment and civil rights issues.

Mr. Walsh earned his J.D. from Catholic University of America and his undergraduate degree from McGill University. He is admitted to practice law in Rhode Island and the U.S. District Court for the District of Rhode Island, and is a member of the Rhode Island Bar Association.
