Paul Fulmer was born and raised in Merritt Island, Florida. He graduated from the University of Central Florida with a degree in Biology. He then attended Stetson University of College of Law, earning his Juris Doctorate in 1997. During law school, he was Chief Justice of the Honor Court.

Mr. Fulmer was a partner at Rissman, Barrett and practiced in multi-line insurance defense including medical malpractice, products, premises liability, auto and third-party insurance disputes. Prior to civil trial work, he was a prosecutor in Pinellas County and a Special Agent in the Federal Bureau of Investigation.

Mr. Fulmer practiced insurance defense for almost 14 years and knows how insurance adjusters and defense attorneys analyze and evaluate cases, both pre-suit and in litigation. He is proud to bring this experience to work for people who have been injured as a result of another’s negligence.
