A veteran litigator and real estate attorney, Ray Siberine joined Herold Law in 2015, continuing his very refined focus in the areas of Commercial Litigation, Real Estate, and Zoning, Planning and Land Use Law.

His clients include developers of commercial office space, warehouses, electrical power transmission facilities, residential subdivisions and condominium communities. His work includes negotiation and preparation of contracts, leases, mortgage loan documents, redevelopment agreements, PILOT agreements and condominium public offering statements, as well as appearing before planning boards and boards of adjustment on subdivision, site plan and variance applications. Additionally, Ray handles disputes over construction, defense of title insurance claims, easements, landlord-tenant matters, mortgage foreclosures, condemnation, partition, quiet title actions, actions in lieu of prerogative writ, tax appeals and tax sale certificate foreclosure.

He brings a no-nonsense determination and detail-oriented approach to his work, ensuring that projects move swiftly through to completion and disputes are addressed and resolved expeditiously.

One of his more significant matters involved representing Neptune Regional Transmission Systems in the development of a 660-megawatt high voltage direct current (HVDC) converter station located on the Raritan River waterfront in Sayreville, New Jersey, which was connected via a 50-mile long submerged cable to a sister facility on Long Island. Services performed included the drafting and negotiation of a redevelopment agreement, monitoring the adoption of a redevelopment plan, obtaining subdivision and site plan approvals, addressing waterfront development, wetlands and environmental issues, obtaining a license for the submerged cable from the State Tidelands Bureau, negotiation of a PILOT agreement, and closing on the acquisition.

Ray also represented the Claremont Group in the development of an office tower located on Newark’s Passaic River waterfront, which serves as the New Jersey headquarters of the FBI. Performed services included drafting and negotiation of the redevelopment agreement, obtaining a letter of map revision removing the redevelopment site from FEMA designated flood hazard areas thereby permitting the lease of the property to the GSA; vacation of a street and extinguishment of access easements running through the center of the redevelopment site, subdivision and site plan approvals, closing on acquisition of title and related mortgage financing.

Ray is admitted to the bar in New Jersey and is a member of the New Jersey State Bar Association. He is a graduate of Rutgers University and Gonzaga University School of Law.
