After obtaining a Bachelor of Arts in Political Science and Public Administration, at the University of Wisconsin Stevens Point, Walter attended the University of Nebraska—College of Law in Lincoln, Nebraska, graduating with a Juris Doctorate in 1994. Admitted to the Wisconsin State Bar in the fall of 1994, he began working as a criminal defense attorney at Raymond Law Office in Milwaukee.
