About William R. Mayer
William R. Mayer joined DeCotiis as a Partner in 1994 and is currently Of Counsel. Mr. Mayer is the Chairman of the firm's Public Finance Practice Group.
Mr. Mayer has been a practicing public finance attorney for over 40 years and has been actively and continuously involved in New Jersey public finance transactions since 1984. He has served as bond counsel to the State of New Jersey, to various state, bi-state and regional authorities, to counties and county authorities, to municipalities and municipal authorities, and to boards of education and fire districts. He has experience with general obligation bonds, revenue bonds, private activity bonds, and certificate of participation financings and the related state, tax and securities law requirements. He has represented national and regional investment banking firms.
Mr. Mayer has extensive and detailed knowledge of New Jersey's Local Bond Law. He has prepared and reviewed numerous bond ordinances and the records of proceedings pertaining to their adoption, has prepared applications for and appeared regularly before the Local Finance Board, and has participated in bond anticipation note, special emergency note, tax anticipation note, tax appeal refunding note, emergency note, bond, refunding bond and fiscal year adjustment bond financings on behalf of municipalities located throughout the State. Mr. Mayer has served as local bond counsel for various borrowers through the New Jersey Infrastructure Bank (formerly the New Jersey Environmental Infrastructure Trust) and Rural Development (formerly known as USDA) and has served as bond counsel in connection with the dissolution of local authorities.
Mr. Mayer has been the responsible attorney for a majority of the firm's municipal bond counsel transactions over the last thirty (30) years.
More recently, Mr. Mayer has had extensive experience representing franchisees in connection with leasing and other transactions.
In addition to his legal career, Mr. Mayer also spent several years as a Social Security Administration Claims Representative and as a Special Education teacher working with autistic children. He served as a Councilman, Council President and Chairman of the Finance Committee for the Borough of Point Pleasant Beach and as a member and President of the Point Pleasant Beach Board of Education. While on the Board of Education, he was instrumental in the creation of the Point Pleasant Beach Public Education Foundation.
Mr. Mayer is a 1975 graduate of Monmouth University, where he received a B.A. in Psychology. He received his J.D. magna cum laude from the Florida State University College of Law. While a law student, he interned for Judge William Stafford of the U.S. District Court in Tallahassee, Florida. He is a native and lifetime resident of New Jersey and a member of the National Association of Bond Lawyers and the American College of Bond Counsel. He has completed several of the course requirements for designation as a certified New Jersey municipal finance officer.
